Drawing on his expertise around labor market and community ESOL needs and best practices, Franklin oversees workplace and workforce ESOL projects, including needs assessments for companies applying for funds to teach English to employees, and implementation of workplace English training.Franklin helps to strengthen ENB’s English Works Business Council, and manages special projects to identify and promote business engagement in ESOL, including surveys, events, and development of customized sector-specific English courses.
Franklin plans and implements ENB’s English Works Campaign to promote investment in opportunities for immigrant workers, businesses and the Commonwealth, working with community, public and private stakeholders across the state to plan and implement the field organizing strategy for the Campaign. Franklin also heads up outreach to elected and appointed officials to secure support for English classes and workplace training.
Franklin reflects on his own English learning process, saying it is very hard because in his native Spanish, each vowel makes just one sound, but in English, vowels can make several: Elephant & English!
Prior to joining ENB, Franklin was Student Counselor at the Adult Learning Program of Jamaica Plain Community Centers, and a researcher and social educator at a cultural center in Santo Domingo, Dominican Republic. Franklin holds a Master’s degree in Qualitative Research in Education for Social Change from the Autonomous University of Santo Domingo.
